Paideia Foundation (1999) is a non-governmental organization to the benefit
of society aimed at supporting the modernization of Bulgarian education. The
agenda of Bulgarian society in the domain of education includes several key
priority tasks, which cannot be carried out if public institutions, civil
organizations, and individuals do not join forces and combine the available
resources. The following outputs can only be implemented and applied through
wide public support:
- a comprehensive and sustainable national policy for modernization of Bulgarian schools;
- integration of the leading European and world standards in Bulgarian education;
- creating a participative environment involving all stakeholders in the educational process and its modernization.
The founders, donors, and friends of Paideia Foundation consider that solving these issues is but the least that modern Bulgarian society owes to its young generation. This matter cannot wait, no matter how important economy, foreign policy, or security policy problems may seem, for none of them will find an efficient and lasting resolution without an adequate development of Bulgaria's human resource.

This centre takes over from the European Resource Centre for Schools and Colleges which closed in both Hull and Leeds in July 2003 following the end of financial support in England for this network. The ERC in Hull had become an umbrella organisation for a range of projects and services and many of these still continue:
- Management of the British Council Regional Professional Development Network
- Co-ordination of the new Yorkshire and Humber Global Schools Association
- A range of EU funded projects - some involving schools and colleges in the region
- Running Comenius Contact Seminars and Training Courses
